What is a VAT return in Belgium?
A VAT return is a tax document through which a taxable person reports transactions subject to value added tax to the Belgian tax authority for a specified period.
It identifies, among other things:
- Turnover and sales subject to VAT.
- The different rates applicable to the goods and services invoiced.
- The amount of VAT due on taxable transactions.
- Business purchases and expenses that qualify for deduction.
- Any intra-Community transactions and adjustments.
- The VAT balance payable or any potentially recoverable credit.
The principle is straightforward: a business collects VAT from its customers and, where the conditions are met, can deduct the VAT paid on its business purchases.
The difference determines the tax balance for the period. However, some transactions require specific treatment, including exempt sales, purchases within the EU and transactions subject to the reverse charge.
Please note: a VAT return does not replace a personal income tax return or a corporation tax return. These are separate tax obligations.

Who must file a VAT return in Belgium?
Not every business with a Belgian VAT number is required to file periodic returns.
The obligation depends on the tax scheme, the nature of the activity and the transactions carried out. This applies both to sole traders and to companies.
Periodic return, special return or exemption: the differences
| Situation | Main obligation |
|---|---|
| Self-employed person under the normal VAT scheme | Monthly or quarterly periodic return |
| Company under the normal VAT scheme | Monthly or quarterly periodic return |
| Small business under the VAT exemption scheme | Normally no periodic return, but other obligations remain |
| Activity exclusively exempt under Article 44, without a right to deduct VAT | Generally exempt from filing periodic returns |
| Taxable person exempt from periodic returns making certain purchases within the EU | Special return where the relevant conditions are met |
The applicable scheme must be established when the business starts and reviewed whenever its circumstances change.
Monthly or quarterly VAT returns: how do you choose?
Monthly filing is the standard arrangement in Belgium. However, a business can opt for quarterly filing if it meets the legal conditions.
FPS Finance sets a general threshold of 2 500 000 € in turnover excluding VAT for access to quarterly filing.
A specific threshold of 250 000 € applies to certain supplies, including energy products, mobile phones, the computer equipment concerned and certain vehicles.
Quarterly filing is also unavailable where a business must submit monthly intra-Community statements. The 50 000 € threshold covers exempt intra-Community supplies and triangular sales: exceeding it during the quarter concerned or any of the four preceding quarters triggers this monthly obligation.
Filing frequency therefore does not depend solely on whether the business is a sole trader or a company.
VAT exemption: do you have to file a return?
Subject to conditions, the small business VAT exemption scheme applies to businesses with annual turnover of no more than 25 000 € excluding VAT.
A self-employed person under the exemption scheme normally does not charge VAT on transactions covered by the scheme and cannot deduct the VAT paid to suppliers.
They are normally exempt from filing periodic VAT returns. However, this does not mean that they have no reporting obligations.
Since 2026, businesses under the exemption scheme must report their annual turnover through the annual customer listing, including where no customers need to be listed individually.
The threshold must also be monitored when a business starts during the year, as a pro rata calculation may apply.
Read our guide to VAT exemption in Belgium to understand the scheme's conditions and consequences.
When do you have to file a special VAT return?
The special return applies in particular to certain taxable persons who do not file standard periodic returns but must pay Belgian VAT on intra-Community acquisitions or certain services received from abroad.
Practical example: a self-employed person under the VAT exemption scheme buys business software from a French company for 100 € excluding VAT. If the general place-of-supply and reverse-charge rules apply, they must declare and pay 21 € in Belgian VAT.
Unlike a business with a full right to deduct VAT, this person normally cannot recover that VAT under the exemption scheme.
The special return is normally quarterly, but no nil return is required for a quarter with no relevant transactions.
Specific rules apply to certain intra-Community acquisitions of goods, including a threshold of 11 200 € and exceptions. Acquisitions of goods must therefore be distinguished from supplies of services.

What are the VAT return deadlines in Belgium in 2026?
The deadline depends on the period covered and the type of return. The official FPS Finance calendar sets out filing and payment deadlines, including any adjustments.
Monthly return: the 20th of the following month
A business filing monthly must generally submit its return by the 20th of the month following the period concerned.
For example, VAT on transactions in September 2026 must be declared by 20 October 2026.
Quarterly return: the 25th of the following month
Businesses eligible for quarterly filing normally have until the 25th of the month following the quarter.
Check the dates in the official calendar rather than assuming that a deadline will automatically be extended.
2026 VAT calendar: filing and payment deadlines
| Period covered | Official deadline |
|---|---|
| 1st quarter 2026 | 27 April 2026 |
| 2nd quarter 2026 | 25 July 2026 |
| 3rd quarter 2026 | 25 October 2026 |
| 4th quarter 2026 | 25 January 2027 |
| September 2026 (monthly) | 20 October 2026 |
| October 2026 (monthly) | 20 November 2026 |
| November 2026 (monthly) | 21 December 2026 |
| December 2026 (monthly) | 20 January 2027 |
Dates reproduced from the official FPS Finance calendar available in October 2026. They cover periodic returns and their published payment deadlines. Special returns and intra-Community statements have their own calendar.
VAT payments must also arrive within the applicable deadlines. Filing through Intervat and making a bank transfer are two separate actions.
Find all deadlines in the FPS Finance VAT calendar (in French).
What are the deadlines for other returns?
The periodic return is not the only requirement to meet.
The annual customer listing must normally be filed before 31 March of the following year. The special return has its own quarterly deadline, normally the 25th of the month following the period.
An intra-Community statement may also be required for certain transactions with customers established in other European Union countries.
These obligations are independent: submitting a periodic return does not mean that all other formalities have been completed.

Which VAT rates should you include in the return?
Belgium's standard VAT rate is 21 %. Reduced rates of 12 % and 6 % apply to certain categories of goods and services. A 0 % rate also applies to specific transactions.
The main Belgian VAT rates
| Rate | General application |
|---|---|
| 21 % | Standard rate: most goods and services |
| 12 % | Certain restaurant services, taxable accommodation and specific transactions |
| 6 % | Certain foods, books, medicines and renovation work, subject to conditions |
| 0 % | Specific transactions expressly provided for in the legislation |
The applicable rate depends on the type of goods or services, the legal conditions and, sometimes, the date of the transaction.
A business may make sales at several rates during the same period. These transactions must then be distinguished in its accounts and in the relevant boxes of the return.
An exempt sale must not automatically be treated as a sale taxed at 0 %. Exemption, the reverse charge and the small business exemption scheme involve different VAT treatments.
To identify the correct percentage, consult our table of VAT rates in Belgium.

How do you calculate the VAT payable on a return?
The calculation is based on the difference between the VAT for which the business is liable and the VAT it is legally entitled to deduct.
Simplified formula:
Net VAT = VAT due on transactions − allowable deductible VAT
This calculation provides an initial check, but does not replace the VAT return boxes. Specific transactions, adjustments and credits can change the result.
Output VAT and deductible input VAT: a practical example
Consider a self-employed person who provided professional services subject to 21 % VAT during a month.
| Transaction | Amount |
|---|---|
| Services invoiced excluding VAT | 1 000 € |
| VAT charged to customers (21 %) | 210 € |
| Business purchases excluding VAT | 400 € |
| VAT on purchases (21 %) | 84 € |
| VAT allowed as a deduction | 84 € |
| VAT balance payable | 126 € |
In this example, the business has charged 210 € in VAT and can deduct 84 € on its purchases. It must therefore pay 126 € to the tax authority.
This calculation assumes that all VAT on purchases is deductible and that no other transactions, corrections or available funds affect the balance.
A business may have paid more VAT to its suppliers than it has charged to its customers. It may then have a VAT credit, subject to the other elements of its return.
What are the main boxes on the VAT return?
The Belgian periodic return contains several fields, known as boxes. Each corresponds to a category of transactions or a tax amount.
| Box | Main purpose |
|---|---|
| 01 | Taxable amount for transactions subject to 6 % |
| 02 | Taxable amount for transactions subject to 12 % |
| 03 | Taxable amount for transactions subject to 21 % |
| 54 | VAT due on transactions covered by this box |
| 59 | Deductible VAT |
| 71 | VAT balance payable |
| 72 | VAT credit balance |
This table is deliberately simplified. Other boxes are required for imports, intra-Community acquisitions, certain exemptions, reverse-charge transactions and adjustments.
Boxes 71 and 72 are not intended to be completed at the same time.
Using the correct box therefore requires more than simply calculating a price excluding or including VAT.
Why is VAT paid on purchases not always deductible?
The right to deduct VAT depends, in particular, on the nature of the expenses, their business use, the activity and the taxable person's VAT scheme.
Some expenses do not qualify for any deduction. Others may be partly deductible.
A supplier invoice for 121 € including VAT, of which 21 € is VAT, does not therefore automatically entitle you to deduct 21 €.
The position may differ further for a self-employed person under the exemption scheme, a partly exempt taxable person or a company using certain assets for both private and business purposes.

How do you complete and file a VAT return through Intervat?
Intervat is the official website for filing VAT returns in Belgium. This free FPS Finance application accepts periodic returns, special returns, annual customer listings and intra-Community statements.
Electronic filing is the rule. Paper filing is only permitted in specific circumstances, subject to the steps required by the tax authority.
Step 1: prepare your invoices and supporting documents
Before logging into Intervat, gather the information for the period.
Prepare the following in particular:
- Sales invoices and credit notes issued.
- Purchase invoices and supporting documents received.
- Any intra-Community transactions.
- Any necessary corrections and adjustments.
- VAT amounts broken down by rate and information relating to deductions.
- The business's VAT number and the period concerned.
Check that invoices have been recorded in the appropriate period under the rules determining when VAT becomes chargeable.
Step 2: access Intervat
Go to Intervat, the official FPS Finance service.
Log in using an accepted identification method and the access rights needed to represent your business.
An accountant or certified accountant with the appropriate mandate can also file on your behalf.
Step 3: select the return and the period
From the dashboard, select the periodic return option, labelled “Déclaration périodique” in the French interface, then enter the business's VAT number.
Select the year and the relevant month or quarter.
Intervat offers two main methods:
- On screen: enter the data manually in the application.
- By XML file: import a return generated by compatible accounting software.
On-screen entry is useful in particular for people who do not have a suitable accounting export.
Step 4: complete the VAT boxes
Enter the taxable amounts, VAT due, deductible VAT and other transactions in the appropriate boxes.
The data must match your accounts and the supporting documents you retain.
For an invoice with several VAT rates, you need to break down the taxable amounts. Do not simply enter its total including VAT.
Also check any delivery charges, discounts, exempt transactions and credit notes.
To understand these elements, read our article on the taxable amount for VAT.
Step 5: check, sign and submit
Once the boxes are completed, Intervat performs various technical checks.
Correct any blocking errors before continuing. A rejected return is not a successful filing.
Then proceed to the electronic signature and click the sign and submit button, labelled “Signer et soumettre” in the French interface.
A return that has merely been saved or validated has not necessarily been filed. Check that the submission has a successful status, shown as “Succès” in the French interface, and download the acknowledgement of receipt.
Keep this confirmation with the accounting records for the period.
Step 6: make the payment if necessary
Filing does not automatically trigger a bank transfer from your account to the tax authority.
If your return shows VAT payable, make the payment separately following the official instructions.
If it shows a VAT credit, check the rules for refunds or managing funds in the provision account.
Can you file a nil VAT return?
Yes. A business required to file periodic returns must normally do so even if it has no transactions to report.
Intervat offers a simplified procedure for nil returns.
However, a special return does not require a nil filing for a quarter with no relevant transactions. Do not automatically apply the same rules to both types of return.

How do you pay VAT due in Belgium?
VAT must be paid to FPS Finance and received by the applicable deadline.
The tax authority now uses a provision account system for periodic returns.
Which bank account should you use to pay Belgian VAT?
For standard periodic returns covered by this system, FPS Finance specifies the following account:
BE41 6792 0036 4210: Compte BTW-TVA
The transfer must include a structured payment reference based on the enterprise number. This allows the payment to be allocated correctly.
Before making the transfer, check the bank details and payment reference on the official website. Payments relating to a special return, a recovery notice or an older debt may follow different instructions.
How does the VAT provision account work?
Following the introduction of the new VAT chain, the provision account replaces the former current account for the routine management of periodic payments and credits. It has been available to view in MyMinfin since 1 May 2026.
It allows you, in particular, to:
- Keep certain funds available in the account.
- Make advance payments.
- Use available funds to settle amounts due.
- Check the available balance through MyMinfin.
- Request a refund of funds held in the account, subject to conditions.
An advance payment can therefore fund the provision account in anticipation of a future return.
This option must not be confused with a general obligation to pay quarterly instalments: the former quarterly advance payments are no longer required.
What should you do if you cannot pay the VAT?
If your business has cash flow difficulties, do not let the situation get worse.
Filing the return remains compulsory, independently of payment. You must therefore report transactions by the deadline, even if you are experiencing financial difficulties.
You can consider partial payment and, once a payment notice has been issued, request a payment plan under FPS Finance's conditions.
Interest may still be payable, even where a plan has been accepted.
Can you recover a VAT credit?
A credit balance does not mean that the tax authority will immediately pay the amount into your bank account.
Depending on the applicable conditions, the credit may be claimed as a refund through the periodic return or transferred to the provision account.
Once the funds are available in the provision account, a refund can also be requested through MyMinfin, subject to the applicable rules.
Distinguish three things: the credit calculated, the funds available in the provision account and the refund actually received.

What other VAT obligations apply to the self-employed and companies?
A correctly filed VAT return does not guarantee that a business has met all its reporting obligations.
Business status, the type of customers and the transactions carried out during the year can create additional requirements.
The annual customer listing
The annual customer listing normally includes customers with a Belgian VAT number to whom the business invoiced more than 250 € excluding VAT during the previous calendar year, subject to the exceptions set out in the legislation.
For each customer concerned, it includes their VAT number, the value of transactions and the VAT charged.
The listing is generally submitted through Intervat before 31 March.
Since 2026, taxable persons under the exemption scheme must also report the previous year's turnover, even where no customers need to be listed individually.
The intra-Community statement
A business making certain supplies of goods or services to business customers in other European Union countries may have to submit an intra-Community statement.
This document is separate from the periodic return.
For the transactions concerned, check in particular the validity of the customer's VAT number, the place of supply and the conditions for exemption or the reverse charge.
Our guide to intra-Community VAT (in French) explains the main checks to carry out.
Mandatory electronic invoicing since 2026
Since 1 January 2026, Belgian B2B transactions covered by the obligation must be invoiced electronically in a structured format.
Many self-employed people and companies must therefore be equipped to send and receive compatible invoices, generally through Peppol.
The rule also normally covers businesses under the VAT exemption scheme.
A structured electronic invoice can simplify bookkeeping, but does not replace filing the VAT return. Transactions must still be classified correctly and the amounts declared must be checked.
Find the conditions in our guide to electronic invoicing in Belgium.

Late VAT returns: what fines and penalties apply?
A return submitted after the deadline can result in an administrative fine and other tax consequences.
Distinguish between two failures:
- Late filing, where the return is not submitted on time.
- Late payment, where the tax authority does not receive the amount due by the deadline.
A self-employed person may therefore have filed the return correctly without having paid the VAT on time.
What tolerance applies in 2026?
The former holiday extension scheme for periodic returns has been abolished from 2026.
A return filed after the statutory deadline is therefore considered late, including during the summer.
However, FPS Finance has introduced a transitional measure for certain summer 2026 filings, with no fine where returns are submitted within the deadlines of the former holiday scheme. For June and the second quarter of 2026, the tolerance covers filing by 10 August 2026; for July, filing by 10 September 2026. It does not extend the payment deadline.
This tolerance does not make a late return an on-time filing and must not be treated as applying to every month of the year.
Late filing can, in particular, affect the conditions for a VAT credit refund and extend the applicable limitation period.
What happens if a return is never filed?
The situation becomes more serious if a return is still missing several months after the period concerned.
FPS Finance can start a substitute return procedure if the return has still not been filed three months after the period concerned.
The proposal may, in particular, use the highest amount of VAT payable in the relevant returns from the previous twelve months, with a minimum of 2 100 € under the official rules.
This amount is not a fixed fine: it represents the tax assessed under the substitute return procedure.
The proposal takes effect on the third working day following its delivery. The taxpayer has one month from that effective date to file the missing return and regularise the position. Once the substitute return becomes final, a specific objection procedure through Intervat may be necessary: a periodic return can no longer be filed for that period.
It is therefore better to act as soon as a difficulty arises rather than wait for a recovery letter.
What interest applies to late payment?
In 2026, interest on late VAT payments is charged at 8 % per year, under the rules published by FPS Finance.
The calculation takes account of the periods of delay and the rules for counting them. A fraction of a month may, in particular, be counted as a full month.
The applicable rate and rules must be checked again for subsequent years.
How can you avoid mistakes and penalties?
The best prevention is to carry out regular checks rather than reconstruct all your accounts a few days before filing.
Keep invoices, reconcile sales and purchases, identify unusual transactions and check the official calendar.
If you encounter a technical problem in Intervat, retain relevant evidence and consult FPS Finance's instructions. An attempt to log in alone does not necessarily prove that a return was filed.

Which tools can help you manage your VAT return?
Several tools can help you prepare, check and submit tax information.
Intervat: the official filing platform
Intervat allows you to submit the VAT returns and documents required by the tax authority.
It is a filing tool, not a complete accounting package.
You still need to have the correct amounts and know which boxes apply.
Accounting and invoicing software
Suitable software can bring together sales, purchases, credit notes and incoming electronic invoices.
Depending on its features, it may also prepare the data needed for the return or generate an XML file to import into Intervat.
Check in particular that it handles Belgian rates, EU transactions, corrections and structured electronic invoices.
VAT calculator: check the amounts
An online VAT calculator lets you quickly find:
- The price including VAT from an amount excluding VAT.
- The amount excluding VAT from a VAT-inclusive price.
- The tax corresponding to a known rate.
- Any differences in the amounts shown on an invoice.
This tool is useful for checking a simple transaction or spotting an arithmetic error.
However, it does not automatically determine your right to deduct VAT, complete the boxes or submit a return to Intervat.
Accountant: when should you seek support?
An accountant's help can be particularly useful where a business carries out international transactions, applies several rates or encounters difficulties with deductions.
A professional can also help with changing VAT schemes, handling a VAT credit or preparing for a tax audit.
Good professional support does not remove the business's responsibility to retain supporting documents and provide accurate information.

Checklist: checks before filing your VAT return
Before each deadline, check the following points.
- The VAT number and return period are correct.
- All sales invoices for the period concerned have been recorded.
- Purchase invoices and credit notes have been included.
- VAT rates have been correctly separated.
- Business purchases meet the conditions for deduction.
- Intra-Community transactions have been identified.
- The VAT boxes match the accounting data.
- The balance payable or credit has been checked.
- The return has been signed and submitted in Intervat.
- The acknowledgement of receipt confirms a successful filing.
- Payment has been made by the applicable deadline with the correct reference.
- Any other obligations, such as the annual customer listing, have been checked.
A final reconciliation of the amounts declared, invoices and accounting records can identify many discrepancies before filing.
