Is electronic invoicing mandatory in Belgium since 2026?
Yes, since 1 January 2026 for B2B transactions within the scope of Belgian legislation. Covered businesses must be able to issue and receive structured electronic invoices that their invoicing and accounting systems can process. The requirement is already in force; it has not been postponed to 2027.
The reference arrangement uses the Peppol network and Peppol-BIS format. A PDF or Excel file emailed on its own does not satisfy this requirement. Exceptions depend on the parties’ status and the transaction.
| Transaction | Key rule |
|---|---|
| Covered Belgian B2B | Structured electronic invoices are required between covered businesses, subject to statutory exceptions. |
| B2C: sale to a consumer | The B2B requirement does not require a structured invoice to the consumer. Receiving invoices from suppliers must be assessed separately. |
| B2G: public authority | Separate public procurement rules apply, including for contracts published after 1 March 2024. Check thresholds and procurement documents. |
| International invoicing | Belgium’s domestic B2B requirement does not apply automatically. Check the country, transaction and other applicable rules. |
Can I still use a PDF?
Yes in certain situations outside the Belgian B2B scope, including B2C and international transactions, depending on the applicable rules and any consent required. For a covered transaction, a PDF copy may accompany the structured invoice but cannot replace it. Do not record the two versions as two separate invoices.
Who is covered: sole traders, SMEs and the small-business exemption?
Business size is not the main test. A company, an SME or a self-employed person working full-time or as a secondary occupation may be covered when their transactions fall within scope.
VAT-taxable businesses, including exempt small businesses
The small-business VAT exemption (French guide) is not a general exemption from structured invoicing. A business may need to issue and receive structured invoices even though it does not charge VAT to customers.
A freelance designer under the small-business scheme invoicing a Belgian company may therefore be covered. A shop selling only to consumers must also assess incoming invoices from Belgian suppliers. An SME already using an ERP should check structured data issuance, receipt and processing, rather than PDF generation alone.
Article 44 and other exceptions: issuing and receiving differ
Businesses carrying out only transactions exempt under Article 44 of the Belgian VAT Code are excluded from the issuing and receiving requirements described by the federal portal. A transaction itself exempt under that article does not require this structured exchange either.
Bankrupt taxable persons and flat-rate taxable persons under Article 56 appear among the exceptions for issuing invoices. Do not automatically extend these exceptions to receiving invoices. The special agricultural scheme may also require at least the receipt of B2B invoices.
Taxable persons not established in Belgium and without a fixed establishment are outside the domestic scope described by the administration, even if they hold a Belgian VAT number. Mixed activities or taxable transactions may change the assessment; a professional title is not enough to decide.
If in doubt, start with the official scope and exceptions (FR) and ask your accountant to check your circumstances.
What is a structured electronic invoice?
It contains data organised according to a standardised computer-readable model: supplier, customer, invoice number and date, lines, taxable amounts, VAT categories and required details. Software can read and process those data without re-entering the document.
It is therefore more than a digitised paper invoice. The format enables automated exchange; it does not replace internal checks or correct software configuration.
| Format | Purpose | Sufficient for covered B2B? |
|---|---|---|
| PDF emailed to the customer | Reading, printing or visual presentation. | No, not on its own. |
| Excel or CSV | Preparing calculations or exporting a simulation. | No, not on its own. |
| Peppol-BIS: XML/UBL | Exchanging standardised data between systems. | Yes, if the invoice and its delivery meet the requirements. |
| Another structured format | An arrangement agreed by trading partners. | Possible subject to mutual agreement and compliance with EN 16931. |
Do I have to stop using Excel?
You can keep a spreadsheet for preparing calculations. Issuing a covered B2B invoice must nevertheless use a solution capable of producing and transmitting compliant structured data. A CSV export or an Excel attachment does not perform that step.
How does Peppol work in Belgium?
Peppol lets two systems exchange structured business documents through service providers. Peppol-BIS uses XML/UBL and complies with European standard EN 16931. You normally do not need to program the XML file yourself; your solution handles it.
Your software can detect recipients. The Peppol Directory also lets you look up registered businesses.
Simplified route: supplier’s software → supplier’s access point → customer’s access point → customer’s software.
- Create: the supplier prepares the invoice with the parties, lines, taxable amounts and VAT data.
- Structure: the software produces the document and performs the relevant technical validations.
- Send: the supplier’s Peppol access point routes the document to the recipient’s access point.
- Receive: the customer’s solution receives the structured data.
- Check: the business matches the invoice to its order, approves it and enters it in its accounts.
Is Peppol mandatory in every case?
It is the reference route. Another transmission method or structured format requires both partners’ agreement and compliance with EN 16931. Keep the agreement in writing as evidence. Simply agreeing to exchange PDFs does not satisfy this condition.
Secure transport does not guarantee the VAT rate or payment details. Peppol does not commercially approve the invoice for you and does not pay it automatically. Keep checking trading partners’ identities and payments.
What if my customer cannot receive Peppol invoices?
The federal FAQ provides a fallback when the customer is not ready to receive structured invoices. The issuer may agree on another secure channel, including paper or PDF; electronic delivery requires the customer’s consent.
The alternative invoice can satisfy the issuer’s invoicing obligation. It does not release the customer from becoming compliant; the customer risks a penalty. Keep correspondence about the incident. The FAQ does not require structured invoices to be resent retrospectively once the customer’s system is working.
Switch to electronic invoicing in six steps
If you still use Word, Excel or PDFs alone, organise a complete process for sending, receiving, checking and archiving invoices. The words “Peppol compatible” in an offer do not describe all these functions.
- Map your invoices: Belgian businesses, consumers, public authorities, foreign customers and potentially exempt transactions.
- Assess your software: ask whether your invoicing tool, accounting system or ERP can issue and receive Peppol-BIS.
- Activate a suitable solution: compare features, total cost and collaboration with your accountant.
- Test a complete cycle: sending, receiving, business details, taxes, credit notes and available technical acknowledgements.
- Assign checks: who creates, approves, corrects and pays; how to handle duplicates, rejections and incorrect recipients.
- Prepare archiving: access rights, backups, retrieval and export of structured originals when changing providers.
Which software should I choose?
A Peppol-connected platform may be enough for a sole trader. An SME managing stock, orders or high volumes may need accounting or ERP integration. Existing software may require an additional module.
Before subscribing, check whether both sending and receiving are included. Ask about credit notes, multiple rates, special transactions and rejections. Check original XML exports, accountant access, support, privacy, hosting and termination.
The federal portal lists software solutions (FR). Inclusion is neither quality certification nor a commercial recommendation by the administration. Check prices and any free plans directly with the providers.
What penalties apply for non-compliance in 2026?
Not having the technical means to issue and receive structured invoices can trigger specific administrative fines. These differ from existing penalties for missing, late or incorrect invoices.
| Recorded infringement | Fine |
|---|---|
| First infringement | €1,500 |
| Second infringement, subject to conditions | €3,000 |
| Subsequent infringements, subject to conditions | €5,000 |
When is an infringement treated as repeated?
A second or subsequent infringement of this kind cannot be recorded until at least three months after the previous infringement that resulted in an administrative fine was recorded. These amounts do not mean every incorrect PDF automatically triggers a €1,500 fine: the type of infringement matters.
Have the tolerance periods ended?
Yes. The general tolerance from 1 January to 31 March 2026 has ended, as has the targeted self-billing tolerance through 30 June 2026 inclusive. Neither postponed the requirement to 2027.
The administration may review exceptional technical problems and decide individually not to impose a fine. This is not automatic. Keep evidence of your compliance efforts, incidents and correspondence with your software provider.
Peppol invoices: checking net amounts, VAT and gross totals
The electronic format makes data easier to process; it does not prove the VAT rate is correct. Check the parties, taxable amounts, any exemptions, totals and required tax details.
This simulation uses two rates purely to illustrate the arithmetic. Their actual application depends on the goods or services and the legal conditions.
VAT = net amount × rate / 100. Gross = net + VAT. At a single rate of 21%, reverse the calculation using net = gross ÷ 1.21. Do not divide a mixed-rate total by one coefficient.
| Line | Net amount | Rate | VAT | Gross total |
|---|---|---|---|---|
| Service A | €100.00 | 21% | €21.00 | €121.00 |
| Product B | €50.00 | 6% | €3.00 | €53.00 |
| Total | €150.00 | Two rates | €24.00 | €174.00 |
The calculator and CSV remain simulation tools
Use the multi-line VAT calculator to compare amounts and the VAT rounding guide to understand differences between line rounding and grouped calculations. The issuing software must apply the calculation and validation rules for the transmitted format.
An independent check helps during migration, imports or investigation of a discrepancy. This calculator and its exports do not create structured invoices, send anything to Peppol or validate a transaction’s full tax treatment. Use suitable software to issue and receive the documents.
How should electronic invoices be archived in Belgium?
The federal portal states a general VAT retention period of seven years from 1 January of the year after issue. Certain input VAT adjustment situations require fifteen or twenty-five years, particularly for immovable capital goods. Check the applicable period before deleting documents.
For an invoice issued in 2026, the general seven-year period starts on 1 January 2027 and covers 2027 through 2033 inclusive. Longer special periods are outside this example.
Keep the original XML and ensure access
Preferably retain the original structured XML file: FPS Finance strongly recommends it. Changing format must not compromise authenticity of origin, integrity of content or readability throughout the required period. A printout alone loses the structured data and makes evidence harder to provide.
Arrange backups, access rights, exports when a subscription ends and prompt retrieval during an inspection. Cloud storage is possible if legal requirements are met, including full online access in Belgium when invoices are electronically stored abroad. Personal data remain subject to applicable GDPR requirements.
E-invoicing and e-reporting: what is planned for 2028?
E-invoicing concerns exchanging structured invoices between businesses. E-reporting concerns sending certain data to the administration. In the first phase that began on 1 January 2026, using Peppol does not automatically send your invoice data to FPS Finance.
The Council of Ministers approved a preliminary draft on electronic reporting on 18 July 2026. The government timetable refers to 2028; definitive obligations depend on adopted legislation and its commencement. A preliminary draft is not an obligation already in force.
Check the federal e-reporting FAQ (FR) and the Council of Ministers announcement (FR) before changing your procedures.
Checklist: is your business ready for Peppol?
Check these six points with the people preparing, approving and recording your invoices. Format, calculations and retention need to work together.
- The transactions and trading partners covered by the Belgian requirement are identified.
- The tool issues and receives structured invoices in the required format.
- Both a sending test and a receiving test have been completed.
- Business details, rates, taxable amounts, rounding and special mentions are checked.
- The accountant knows the approval process and how duplicates and credit notes are handled.
- Structured originals can be retrieved and retained for the applicable period.
Before the next invoice
Compliance requires identifying covered invoices, using the right format and route, and retaining the documents. For an independent arithmetic check, use the multi-line VAT calculator. Ask FPS Finance or your accountant for an assessment of circumstances specific to your business.
